Regional engagement is a rather new issue in the institutions for higher education (HEIs) in Flanders. Of course, there have always been contacts with the work field and the regional and national governments, but the extent of the cooperation was not so that there was an active or pro-active participation of the regional development. In the classical universities there were and still are a number of spin-offs that were the result of successful research and development activities, but in more recent years they tended to become commercial organisations that operate in an often international context. The Hogescholen, or the so-called university colleges, tell us another story.
